DONTAE NOEL
CEO/PRESIDENT
A transparent leader and synergist, Mr. Noel connects vertically and horizontally to design business models and integrate ideas from impractical dreams to actual delivery. Mr. Noel champions’ innovation, energizes team members, and unifies all corporate members and stakeholders. Mr. Noel’s strength is delivering the highest possible ROI, while demonstrating the vision of our clients in substance.
As the Chief Executive Officer of Noel Consulting, Mr. Noel has provided the leadership to position the company in a position that has promoted immense growth. In order to meet the aforementioned objectives, Mr. Noel has developed the strategic plans & partnerships required to advance the company’s mission and objectives; increasing revenue, profitability and growth as an organization.
Prior to leading Noel Consulting, Dontae had been involved in many initiatives at Optum and UnitedHealth Group.
As an enterprise solutions architect under senior Optum leadership, Dontae was tasked to manage a pilot for the Product Portfolio Management project by creating a tool that would align the operation assets with the strategic assets (marketing, financial and human capital) and infrastructure/technology assets. The algorithms and calculations built into this tool will allow leadership and strategist to more clearly validate product investment decisions as well as to more effectively align their product goals with overall portfolio allocation (profitability, term, risk, size, scope, expense, posture and position) for better management of current product costs as well as the ability to monitor current product health, leading to a more comprehensive assessment of the Optum product portfolio.
Also while occupying this position, Mr. Noel provided key analysis on the Commercial Operation Model program. His role on this project was to provide the deep analysis and take part of the solution phases that would lead to a more cohesive unit in regards to business operations & technology.
Previous Experience
Prior to joining Optum Consulting, Dontae held many positions increasing in responsibility including systems analyst and solutions architecture and management. Mr. Noel was responsible for communications with business leadership in helping mold and envision process creation. He was also held a key role in implementing the Ingenix to Optum re-branding initiative.

ROSS ENGLISH
Chief Financial Officer
Based out of Minneapolis, Ross English is the CFO and responsible for strategic partnerships and finance for Noel Consulting. Ross is also Senior Vice President of Corporate Development and Controller for Timios, Inc. where he oversees investor relations, M&A, CRM development and integration, ERP system conversions, operational controls, corporate wide efficiency and strategic efforts, finance, and accounting teams. Ross has lead enterprise strategic programs and initiatives ranging from start ups to Fortune 500 companies. Prior to Noel Consulting and Timios, Ross was with Wells Fargo, where he held leadership roles in technology, finance, and strategy in which he managed budgets from $10 million to $200 million, and staffing initiatives of 1,000+ FTE and Contractors. Ross is a graduate from Pepperdine University with a Bachelor’s of Science in International Business.

Mike Wilner
Michael Willner established himself as a pioneer of Information Technology with his innovative use of offshore resources, and personally established new, professional service and delivery standards that have since become industry benchmarks. He earned his reputation by delivering high-end IT services to both government and commercial marketplaces. As Program Manager for the U.S. Department of Energy with Vanguard Technologies, he helped create data collection, validation and sampling for the complex American energy industry. At Cincinnati Bell Information Systems, he handled a $100M line of business that delivered technical resources to all Federal entities, including military installations. He received awards from CBIS for his valuable delivery concepts.
Michael went on to design and create highly profitable and respected staffing operations for CISD International (an Itochu Corporation). While he was with CISD he managed the building of core operational systems for Mazda Motors, and Isuzu. These development activities were conducted in the Philippines between 1991 and 1993, well before offshore development was a mainstream activity. Michael then opened offices in Bangalore, India to supply the US marketplace with some of the world’s most elite technical talent. Ernst & Young then hired him to build a staffing entity which would fulfill all their Information Technology contracting requirements throughout the Americas. The firm he created, Net-Strike Worldwide, with Michael as President, ultimately achieved revenues exceeding $140M per year with an average of 550 contractors deployed monthly. In 2003 he founded TierOne Consulting, which was sold in 2006 to a publicly traded firm.
Michael is currently the Founder and Head of Sales for MW Partners. MW Partners is one of the largest Service Disabled Veteran Owned Businesses (SDVBE) in the staffing industry. The Southern California-based company is comprised of an ambitious team united by more than a decade of experience. MW’s cohesive, goal-oriented associates provide the highest quality staffing resources to industries including (but not limited to) Utility, Entertainment, Education, and Healthcare. Within the Utility arena alone, MW has placed over 300 contractors on 30+ projects for Sempra, Southern California Edison, and Pacific Gas & Electric.
MW excels at handling numerous types of applications and technologies, and provides access to problem-solving solutions that consolidate staffing needs. Securing long-term relationships is a priority for Michael, achieved through service, reliability, professionalism, and trust. MW’s delivery capability is second to none.

Dr. John Nackel - Ph.d
John G. Nackel, Chairman and CEO of Three-Sixty, is a leading authority in the health care industry. For 25 years John served in numerous leadership positions with Ernst & Young (now EY) and CapGemini. He was Global Managing Director of EY’s Health Care Consulting business, Managing Director of New Ventures, and CEO of Sogeti North America (the professional services arm of CapGemini). John also served as CEO of Ingenix Consulting (now Optum) a United Health Group company.
John founded Three-Sixty to: 1) assist health care payers, providers and physicians to design, build and operate sustainable health enterprises; and 2) assist early stage health care businesses in biotech, medical devices and health care services by assisting them with growth, performance and capital needs. John serves on the board of directors of several private and public companies, including the Ensign Group, Inc. (NASDAQ:ENSG), which provides skilled nursing, assisted living, home health and rehabilitative services through the operation of more than 120 facilities in the western United States.
John earned his bachelor’s degree in Mathematics and Economics at Tufts University and Masters Degrees in Public Health and Industrial Engineering at the University of Missouri. Also, he earned his Ph.D. in Industrial Engineering at the University of Missouri. He is a Fellow of the American College of Healthcare Executives (FACHE) and the Healthcare Information and Management Systems Society (FHIMSS). He is a Senior Member of the Institute of Industrial Engineers (IIE). He has written over 50 books, chapters and articles on topics ranging from performance improvement, entrepreneurship, and leadership. John also teaches at the University of California San Diego (UCSD) a course in Health Care Operations.
Terry Moede
Ms. Terry Moede, MBA, PMP, CPHIT, is an experienced health care professional specializing in technology assessment-planning-implementation, process improvement and project management working with numerous healthcare facilities throughout Arizona, California, Oregon and Washington. She has managerial experience regarding strategy development and delivery, business process improvement, systems project management and general project development in the provider and payer health care arenas
At Ernst and Young Terry demonstrated success regarding information systems assessment and planning, systems integration, systems implementation, and large team project management plus acted as the CIO at a large integrated healthcare system. She has delivered solutions oriented management and consulting services for multiple clients in large health care delivery systems in the provider and payer markets. Terry has provided focused Project Management for a number of Northern and Southern California healthcare systems regarding Electronic Health Record implementation.
While working with IBM as a Project Executive she was responsible for contract management and negotiation, development and implementation of an I/T Strategic Plan, budget/operations management, identifying and providing new services, managing a 25 member on-site team, coordination with key partners (data center, network services, application development), and long term planning with the client to provide advanced technology services.
Ms. Moede has a Master’s in Business Administration (MBA) with a health care specialty from the University of Phoenix and a Bachelor of Science (BS) in health care administration from Northern Arizona University (NAU). Terry is also certified as a project management professional, PMP by the Project Management Institute and is a Certified Professional -- Health Information Technology, CPHIT, with a specialty in Electronic Health Record strategy, implementation and program management. She is an active member of the following professional groups: HFMA, HIMSS, and PMI.
